That horse-and-buggy representation system isn’t ‘broken’ – it’s FIXED as in “The fix is in”. Lockstep control by the corporatocracy Deep State; rigged from front to back; co-opted by powerful, top-down, highly centralized special interests with a vested interest in suppressing any representation of 'decentralized' (bottom-up), UPWISING & UPRISING (ascent), of ‘We the People’...

The concept of ‘quantum voting’ is intrinsic to the concept of ‘conscience currency’. The Currency of Conscience is what we supposedly invest in any ‘voting’ process when our free-will volition as sovereign beings is honored with well-informed CHOICE.
