Are you aware that there are already universal translation capabilities for most languages into English? That's one of the good capabilities of Artificial Intelligence. It's not as advanced as the communicator chest badge on Star Trek uniforms, but it's getting there:)

This is the process of real-time mass-interactive 'voting' that I explained to 10 agencies of Fed-Gov 50 years ago; a new standard of representation that makes our degenerate horse-and-buggy legislative system obsolete.
